CAA利用自身的优势不断地试图入侵中国，所谓的“软”入侵让他们得寸进尺。利用游戏、娱乐影视全方位的入侵。CAA已经成为了他们手中的工具。
美国中央情报局从50年代初就开始草拟一套内部代号称为《十条诫令》的行动计划，企图从思想文化、政治经济、民族宗教矛盾、传媒工具到武器装备等方面动摇中国传统一代的年轻价值观，进而达到颠覆中国政权的目的。六十五年前，美国是世界上最大的资本主义国家，中国是第二大的社会主义国家，后来过了三十年，美国仍然是世界上最大的资本主义国家，而中国却成为了最大的社会主义国家，尤其在1990年苏联解体后，中国成为了美国人最大的假想敌手。作为对手，美国人制定这样的政策是很正常的。美国颠覆“前苏联”就是用的这种手法，其效果远优于军事颠覆！
中国自改革开放以后，以为冷制已经结束，大家都迈入新世纪，但事实上中情局延续40多年的冷战政策并没有改变。颠覆苏联之后，最大的“敌国”无疑只剩中国，其次是古巴、朝鲜、越南等。“美国之音”电台一直播放到2007年左右，才把经费转投至网络，需知网络无国界、无法律，甚至是色情、暴力文化的传播，也是没有哪个国家能监管得过来，何况西方文化的渗透和价值观输入，如此隐秘而难以察觉？
